 “International Ecological Economy Promotion Association” and “China University of Mining and Technology” Jointly Set Up the “Committee for Sustainable and Green Mining”

Introduction

INTRODUCTION

On November. 12th, 2019, Mr. Cheng Xinming, the chairman of Guosu Ecology Technology Co. Ltd., visited the Committee for Sustainable and Green Mining. Two sides held thorough discussions on their groups, exchanging information about structure forms and projects. This meeting was to promote cooperation with the guarantee of effective communication and mutual understanding.

The commissioner of Committee for Sustainable and Green Mining first introduced their recent developments, giving detailed information about expert resources, etc. Then, Cheng Xinming, the chairman of Guosu, elaborated on the development of "three elements separation" technology and the bases in construction. 

Beijing Guosu Ecological Technology Co., Ltd. was established in 2017. It is targeted at technical service, transfer, development, promotion, as well as consulting. In 2019, two bases have been built, including the Jinggangshan model base and the Shiyan ecological model base, both of which were put into operation at the end of 2019. Moreover, Guosu is going to launch 8 more bases by 2020 in different areas, namely Xinjiang, Tibet, Sichuan, Ningxia, Shaanxi, Shanxi, Hunan Taojiang and Heilongjiang province. In hope of fully developing the bases, from 2021 to 2025, the company prepares to attract more strategic partners for further collaboration.

Now, Guosu has altogether more than 200 patents and proprietary technologies, which mainly specialize in the comprehensive utilization of plant biomass. The company focuses on industrial poverty alleviation and ecological protection. With "tricotin separation" as its core technology, the company has gained a dominant role in the ecological technology industry.

In aspect to mining development and exploitation, the Committee for Sustainable and Green Mining has been adhering to the concept of "governance-based development and restoration-based mining". With scientific mining approaches, the committee implements the national policy of environmental protection for mines. Wang Zhining, a member of the committee, believes that lucid waters and lush mountains are invaluable assets. This belief accords with the core concept of Beijing Guosu Ecological Technology Co., Ltd..

Xi Jinping pointed out that ecology is not only a unified natural system, but also an organic chain of interdependence and interrelation. Nature is indeed a community of shared life, in which different elements are all interrelated with each other. The lifeblood of man is in (the) land, the lifeblood of land is in water, the lifeblood of water is in mountains, the lifeblood of mountains is in the earth, and the lifeblood of the earth is in forests and grass. The community of shared life is the basis of both well-being and welfare. That is why the exploitation of nature and ecological restoration must follow the laws of nature.

The 8th National Conference on Land Reclamation and Ecological Restoration in Mining Areas was held from November 12th to 14th in Jiaozuo, Henan Province. The conference was sponsored by the Land Reclamation and Ecological Restoration Committee, which belongs to the China Coal Society. Meanwhile, it was also co-hosted by Henan University of Technology, Henan Provincial Coal Society and Jiaozuo Coal Industry Company. International Experts on land reclamation and ecological restoration were invited to the conference, including scholars from renowned universities, professionals in research institutes or enterprises, as well as government officials. 

Wang Tian, the representative of the Committee for Sustainable and Green Mining, attended the meeting along with other members. The meeting was themed on the construction of ecological civilization in mining areas and building a community of shared life in nature.

After the opening ceremony, experts from both home and abroad gave presentations on the site, including Dr. Zhang Tiegang, the academician of Chinese Academy of Engineering, Dr. Yu Wenju, the deputy director of Land Reclamation Center of Ministry of Natural Resources, Dr. Skousen Jeffrey Grant, Professor of West Virginia University and former Executive President of the American Society of Mining and Land Reclamation, Dr. Bai Zhongke, Professor of China University of Geosciences (Beijing), Dr. Bi Yinli, Professor of China University of Mining and Technology (Beijing).

In the following two days, thorough discussions were held on diverse topics, including the theoretical methods of land reclamation and ecological restoration in mining areas, the legal mechanism of land and ecological degradation in mining areas, land and ecological investigation, monitoring and early warning in mining areas, reclamation and restoration technology and standard system, policy mechanism and laws and regulations.

Since the 19th National Congress, the State Council of Central Committee has aimed at constructing the“Beautiful China”.  

In accordance with the aim, the Committee for Sustainable and Green Mining has put importance on the conservation of the ecological environment, striving to coordinate the management of multiple natural systems, such as mountains, forests, rivers, and grasses. By actively participating in the academic conference, the Committee for Sustainable and Green Mining also showed its ambition in nature reservation. 

The conference has come to a successful end. It not only presented a platform for academic communication with all the experts and scholars but also offered a valuable opportunity of international gathering, prompting academic exchanges and cooperation within the globe.

The 8th National Conference on Land Reclamation and Ecological Restoration of Mining Areas was Grandly Held

On September 22nd, the International Forum Exchange Meeting on Green Innovation Technology and Globalization Construction was successfully held at the Academy of Science of BNBM. 

Leaders from different organizations all participated in the meeting, including Wang Bing, the chairman of the BNBM; Cedric Thomas Frolick, the vice president of the Conference, Senior foreign consultant to the Council of International Association of Ecological Economy and the president of the African National Congress (ANC); Li Junyang, Vice President and Secretary-General of the International Association of Ecological Economy; Ni Xiaojing, deputy-level counselor of the European Department of the Ministry of Foreign Affairs; Wang Tian, the executive deputy secretary-general of the Committee for Sustainable and Green Mining.

Beijing New Building Materials Public Limited Company (BNBM for short) is a platform for green building and new materials industry, which belongs to China National Building Materials Group Co., Ltd, one of the world’s top 500 enterprises. The BNBM is founded in 1979 and has listed on the Shenzhen Stock Exchange since 1997. The BNBM won the “Outstanding Contribution Award” of the global gypsum industry and was the champion of the “Best Company of the Year” for three times. The “Quality Benchmark” of Chinese industrial enterprise was awarded for its excellency, while the first innovative prize of the modern management for the national enterprises, as well as the best shareholder returns among the listed company in China were also given for its contribution for the industry.

Committee for Sustainable and Green Mining (CSGM) visited the “Future Building Hall” of the BNBM, in which the newly developed whole-house healthy apartment and intelligent high-end residence can be found. Wang Bing, the chairman of the BNBM, introduced the history and excellent performances of BNBM in the past forty years. His presentation for the BNBM focused on the development, applications and innovative achievements in green-building materials.

In his presentation, the importance of “Tiger” series and its innovative application system was highlighted, including formaldehyde purification gypsum plate and Lu-Ban all-purpose plate, which are both outstanding on air purification and high-quality decoration. The “Tiger” series contain revolutionary systems of different units, including the exclusive "Tiger" new packing system, curtain box system, multistage ceiling system, new tr-offer system and fast fastener system. They can improve construction efficiency, while greatly reduce the construction costs. These new systems can normalize the installation in the construction process, therefore the deformation and cracking problems of the suspended ceilings and partitions could be completely solved.

After visiting the demonstrated building, CSGM attended the exchange. Two representatives delivered speeches on the site, including Mr. Florrick, the President of the ANC, as well as Mr. Li Junyang, Vice-President and Secretary-General of the International Ecological Economy Association. They expressed their willingness to promote exchanges and corporation, by which they can protect the ecological environment and enhance the quality of building materials in the meantime. According to their hope, a bridge for investment and cooperation with other countries should be further built in the world. 

The parties given their ideas on various topics, including creating a new situation of ecological civilization construction, promoting the development of a high-quality economy, making more places have lucid waters and lush mountains, and also invaluable assets, and practicing the idea that "improving the ecological environment is increasing productivity ".

This meeting raise the awareness of developing green building materials. Taking both circular economy and energy conservation as our responsibility, we can greatly improve the quality of buildings and the ability of energy conservation, which are in line with the core concept the CSGM— green mining construction.

Members of the Committee for Sustainable and Green Mining Visited the Demonstration Building of BNBM and Attended the Exchange.

On June 23rd, 2019, the first Congress of the Committee for Sustainable and Green Mining (CSGM) , which was established by IEEPA and the Green Mining and Ecological Restoration Research Center of China University of Mining and Technology, was successfully held in Guangzhou. The conference was support by the Ministry of Ecology and Environment, China Environmental Protection Foundation (CEPF),as well as the school of environment and engineering of both Tsinghua and Nankai University, etc. 

Leaders of different departments attended the conference; including Zhao Hualin, who is the Deputy Ministerial Cadres of the State-owned Assets Supervision and Administration Commission of the State Council;  Dai Jianming, the leader of the disciplinary inspectors of the Party Committee,Former vice-ministerial inspector of the Central Commission for Discipline Inspection, former deputy head of the Central Commission for Discipline Inspection, and the Deputy Head of the First Inspection Unit of the Central Organization Department, president of the China Behavioral Law and Integrity Conduct Research Association; as well as  Jiang Minglin, who is the former deputy director of the State Council Counselor’s Office.

Hao Jiming, the academician of the Chinese Academy of Engineering (CAE) and the president of IEEPA, express his congratulations for the CSGM and the first congress greetings. Honorary certificates for the elected chairman were also issued at the congress, and leader groups from more than 60 representatives of member units were successfully elected.

Peng Suping, the member of the CAE, was elected as the director. Meanwhile, Xu Zuxin, the professor of the Tongji University and the former Director of Shanghai Environmental Protection Agency, was elected as the deputy director. Bi Liyin, the professor of Ecological Restoration in the Mining Area of China University of Mining and Technology, who is also the winner of National Ecological Civilization Award, was selected as the deputy director and general secretary.

After the election, director Peng delivered a keynote speech on the topic of“Environmental Protection and High-Quality Development of Green Mining in the New Era”. According to Peng, the establishment and development of the CSGM has received great attention and numerous help from the country, especially relevant ministries, leaders and experts in Guangdong Province. Peng believed that the platform, in the future,  needs the wisdom of all individuals, who can make contributions to the high-quality development of the green mining and environmental protection of our country.

The establishment of the CSMG can in the long term improve social organizations and push for changes from the traditional mode of the domestic mining industry to a low-carbon mode. Moreover, the group will participate in the promotion of policies, which are relevant to the construction of green mining. The group will also take active actions in  the research on green mining, searching for more salient issues in the industry.

The committee will provide supportive service in the field of technological innovation, enterprise construction and industry transformation, pushing for the environmental conservation and high-quality developments; it will also serve as think tanks for governments at all levels, giving suggestions on policy-making based on scientific researches. In all, in cooperation with the society, CSMG will explore the efficient ways for the well-rounded construction of green mining.

On the site of the conference, the CSGM and the Department of Ecology and Environment of CEPF jointly set up the CEPF Ecological Economy Green Mining Foundation. This foundation mainly provide funds for related policy research, standard-making, investigation, international communication, etc. Xu Guang, the chairman and general secretary of the Department of Ecology and Environment, handed the donation certificate to the CSMG. A ceremony was held afterwards to announce list of all the fellow consultants and academic experts on the site.

Tang Xiaoyan, senior academician of the CAE; Du Xiangwan, academician and former vice president of the CAE; Hao Jiming, academician of the CAE and president of the IEEPA; Chen Yong, academician of the CAE, chairman of Guangdong Provincial Association for Science and Technology; Hou Li-an, academician of the CAE and the director of the Institute of Logistics Science and Technology of the Rocket Force, were hired as consultants.

Deputy Ministerial Cadres of the State-owned Assets Supervision and Administration Commission of the State Council, team leader of the disciplinary inspectors of the Party Committee, Zhao Hualin; former vice-ministerial inspector of the Central Commission for Discipline Inspection, former deputy head of the Central Commission for Discipline Inspection and the deputy dead of the First Inspection Unit of the Central Organization Department, president of the China Behavioral Law and Integrity Conduct Research Association, Dai Jianming; former deputy director of the State Council Counselor’s Office, Jiang Minglin, were hired as senior academic experts.

Li Xun, the vice president of China Urban Planning and Design Institute which belongs to Ministry of Housing and Urban-Rural Development, and the deputy secretary of Party Commission; Feng Yinchang, vice dean of the School of Environmental Science and Engineering at Nankai University, the expert group leader of the environmental model cities under the leadership of Ministry of Ecology and Environment; Liu Xiaolong, deputy director of the Strategic Consulting Center of the CAE;  Xu Kaipeng, director of Environmental Division Center, Environmental Planning Department, Ministry of Ecology and Environment; Wang Xueyong, deputy director of the 304 Institute of the CASIC;  Ming Zhuliang, Financial Leasing Supervisor of the ICBC, were hired as academic experts.

At the end of the conference, a thorough discussion was held among member, including academician consultants, academic experts, leaders, and the delegates of the first congress. All members discussed about the development of enterprises and suggestions from expert. With Positive actions and effective measures, the environmental conservation of green mining in our country can therefore be greatly improved.

On June 18th, 2019, China's first "Guidelines for Aggregate Industry Standard of National Green Mine’s Eco-friendly and High-quality Development", issued by the CSMG, was officially published by China Environmental Press of the Ministry of Ecology and Environment.Qu Geping, the former deputy director of the Office of the Environmental Protection Leading Group of the State Council and the first director of the State Environmental Protection Administration, wrote the preface to express his support as an honorary group leader. 

The CSMG is currently drafting the “Series of National Green Mine’s Eco-friendly and High-quality Development”. By giving guidance and principles for the development of the industry, CSMG endeavors to push for a sustainable mode of development, which will be environmental-friendly, industry-focused, digitalize and intelligent, intensive and international. CSMG plans to construct a set of enterprises with state-level conservation of mining areas and high-quality developments.
