On June 23rd, 2019, the first Congress of the Committee for Sustainable and Green Mining (CSGM) , which was established by IEEPA and the Green Mining and Ecological Restoration Research Center of China University of Mining and Technology, was successfully held in Guangzhou. The conference was support by the Ministry of Ecology and Environment, China Environmental Protection Foundation (CEPF),as well as the school of environment and engineering of both Tsinghua and Nankai University, etc.
Leaders of different departments attended the conference; including Zhao Hualin, who is the Deputy Ministerial Cadres of the State-owned Assets Supervision and Administration Commission of the State Council; Dai Jianming, the leader of the disciplinary inspectors of the Party Committee,Former vice-ministerial inspector of the Central Commission for Discipline Inspection, former deputy head of the Central Commission for Discipline Inspection, and the Deputy Head of the First Inspection Unit of the Central Organization Department, president of the China Behavioral Law and Integrity Conduct Research Association; as well as Jiang Minglin, who is the former deputy director of the State Council Counselor’s Office.
Hao Jiming, the academician of the Chinese Academy of Engineering (CAE) and the president of IEEPA, express his congratulations for the CSGM and the first congress greetings. Honorary certificates for the elected chairman were also issued at the congress, and leader groups from more than 60 representatives of member units were successfully elected.
Peng Suping, the member of the CAE, was elected as the director. Meanwhile, Xu Zuxin, the professor of the Tongji University and the former Director of Shanghai Environmental Protection Agency, was elected as the deputy director. Bi Liyin, the professor of Ecological Restoration in the Mining Area of China University of Mining and Technology, who is also the winner of National Ecological Civilization Award, was selected as the deputy director and general secretary.
After the election, director Peng delivered a keynote speech on the topic of“Environmental Protection and High-Quality Development of Green Mining in the New Era”. According to Peng, the establishment and development of the CSGM has received great attention and numerous help from the country, especially relevant ministries, leaders and experts in Guangdong Province. Peng believed that the platform, in the future, needs the wisdom of all individuals, who can make contributions to the high-quality development of the green mining and environmental protection of our country.
The establishment of the CSMG can in the long term improve social organizations and push for changes from the traditional mode of the domestic mining industry to a low-carbon mode. Moreover, the group will participate in the promotion of policies, which are relevant to the construction of green mining. The group will also take active actions in the research on green mining, searching for more salient issues in the industry.
The committee will provide supportive service in the field of technological innovation, enterprise construction and industry transformation, pushing for the environmental conservation and high-quality developments; it will also serve as think tanks for governments at all levels, giving suggestions on policy-making based on scientific researches. In all, in cooperation with the society, CSMG will explore the efficient ways for the well-rounded construction of green mining.
On the site of the conference, the CSGM and the Department of Ecology and Environment of CEPF jointly set up the CEPF Ecological Economy Green Mining Foundation. This foundation mainly provide funds for related policy research, standard-making, investigation, international communication, etc. Xu Guang, the chairman and general secretary of the Department of Ecology and Environment, handed the donation certificate to the CSMG. A ceremony was held afterwards to announce list of all the fellow consultants and academic experts on the site.
Tang Xiaoyan, senior academician of the CAE; Du Xiangwan, academician and former vice president of the CAE; Hao Jiming, academician of the CAE and president of the IEEPA; Chen Yong, academician of the CAE, chairman of Guangdong Provincial Association for Science and Technology; Hou Li-an, academician of the CAE and the director of the Institute of Logistics Science and Technology of the Rocket Force, were hired as consultants.
Deputy Ministerial Cadres of the State-owned Assets Supervision and Administration Commission of the State Council, team leader of the disciplinary inspectors of the Party Committee, Zhao Hualin; former vice-ministerial inspector of the Central Commission for Discipline Inspection, former deputy head of the Central Commission for Discipline Inspection and the deputy dead of the First Inspection Unit of the Central Organization Department, president of the China Behavioral Law and Integrity Conduct Research Association, Dai Jianming; former deputy director of the State Council Counselor’s Office, Jiang Minglin, were hired as senior academic experts.
Li Xun, the vice president of China Urban Planning and Design Institute which belongs to Ministry of Housing and Urban-Rural Development, and the deputy secretary of Party Commission; Feng Yinchang, vice dean of the School of Environmental Science and Engineering at Nankai University, the expert group leader of the environmental model cities under the leadership of Ministry of Ecology and Environment; Liu Xiaolong, deputy director of the Strategic Consulting Center of the CAE; Xu Kaipeng, director of Environmental Division Center, Environmental Planning Department, Ministry of Ecology and Environment; Wang Xueyong, deputy director of the 304 Institute of the CASIC; Ming Zhuliang, Financial Leasing Supervisor of the ICBC, were hired as academic experts.
At the end of the conference, a thorough discussion was held among member, including academician consultants, academic experts, leaders, and the delegates of the first congress. All members discussed about the development of enterprises and suggestions from expert. With Positive actions and effective measures, the environmental conservation of green mining in our country can therefore be greatly improved.
On June 18th, 2019, China's first "Guidelines for Aggregate Industry Standard of National Green Mine’s Eco-friendly and High-quality Development", issued by the CSMG, was officially published by China Environmental Press of the Ministry of Ecology and Environment. Qu Geping, the former deputy director of the Office of the Environmental Protection Leading Group of the State Council and the first director of the State Environmental Protection Administration, wrote the preface to express his support as an honorary group leader.
The CSMG is currently drafting the “Series of National Green Mine’s Eco-friendly and High-quality Development”. By giving guidance and principles for the development of the industry, CSMG endeavors to push for a sustainable mode of development, which will be environmental-friendly, industry-focused, digitalize and intelligent, intensive and international. CSMG plans to construct a set of enterprises with state-level conservation of mining areas and high-quality developments.
